Barbara O’Neal is a Non-Executive Director of the Bank of Asia. She is also an attorney at law practicing since 1988, and General Counsel of JOMA (Properties) Ltd, a BVI property development company. Prior to joining the JOMA team, Mrs. O’Neal was a partner of the law firm of O’Neal Webster where she served a term as Managing Partner. As partner of O’Neal Webster, Mrs. O’Neal headed the commercial department of the firm and was responsible for its management and development. For over a decade, she acted as lead BVI counsel for the Territory’s most significant hotel resorts and played a pivotal role in the amendment of the Non-Belonger Land Holding Act to allow for, among other things, stamp duty relief in the case of a transfer of land to the children of the beneficial owner. She was also responsible for the creation of all key domestic documentation for several of the Territory’s premier resort/residential developments and obtaining tax relief for hotel clients in various investment scenarios.
Mrs. O’Neal serves on several other BVI-resident corporate bodies, including as a director of Coverdale Trust Services Limited. She has been dedicated to service throughout her professional career and her appointments have included:
- Chairperson of the Social Security Appeal Tribunal (third term - current);
- Vice-Chair, Cedar Board of Trustees;
- Chairperson of the Development Control Authority;
- Member of the Development Control Authority;
- Member of Appeals Tribunal of the Development Control Authority;
- Member of the BVI Nursing Council;
- Member of Committee to Reform the Laws Affecting Women.
Mrs. O’Neal is a past Board member of the British Virgin Islands Chamber of Commerce and Hotel Association. She is a member (and former Treasurer) of the BVI Bar Association and a past member of the American Bar Association.
Mrs. O’Neal specialises in real property, corporate and commercial law with an emphasis on contract, M&A, company formation and regulation.
